The Adult Basic
Education/Literacy (AEL) Program is designed to help persons improve basic
education skills (reading, writing, math, etc.) and obtain their GED
certificate. Tutors, instructors and counselors are provided for persons ages 16
and over. Morning, afternoon, and evening classes are available.

After School/Out of
School Transportation Project is provided to youth so that they may have access
to extended learning opportunities and have the exposure to positive
relationships with caring adults in a safe environment. Lack of this engagement
exacerbates the problems of social dysfunction such as drug abuse, poor grades,

Back to School Fair provides free
school supplies, access to other services and recreation to low income residents
in the City of St. Louis and Wellston. The festival is held annually in the

The ESL Program will help increase one’s
knowledge of the English language and develop better speaking and writing skills
for coping with day-to-day situations. Linkage with AEL for completion of basic

This program helps low-income adults aged 16 and
over to recognize their potential and improve their quality of life. Program
topics may include self-awareness and self-development, parenting, stress
management, conflict resolution, budgeting and money management, domestic
violence, child abuse and neglect and computer skills. Contact 613-2200.

The Missouri Low Income Home Energy Assistance Program
(LIHEAP) has two components: Energy Assistance (EA) or winter heating
assistance, and Energy Crisis
Intervention Program (ECIP).
EA is designed to provide financial assistance to help pay
heating bills for Missourians during the winter months, November 1 – March 31.
Eligibility is based on the number of people in the household, total household
income and type of fuel. LIHEAP is NOT limited only to
home owners. Persons whose home-heating costs are included in their monthly
rental charges may
also be eligible to receive benefits, if they are not
residents of public subsidized housing projects, based on a percentage of
their annual rental costs. Persons living in subsidized housing may be eligible
if they are paying any out-of-pocket expenses for their heating costs.
ECIP is a
year-round program to provide crisis assistance to families who have
threats of disconnection or who have service that has already been disconnected.
Those services could include heating bill assistance, secondary utility
assistance, summer cooling assistance,
as well as other outreach and education activities.
Other crisis assistance include the Dollar Help program,
Dollar More program, Housing Trust fund, and Homeless Prevention Challenge
Grant.
If you applied for assistance last year, you will receive an
application in the mail before November 14. It is advised that you wait until
you receive that application. If you did not receive assistance last year, you
can call our office at 535-7607 to have an application mailed to you. You must
fill out and sign the application, attach the following documents and return it
to us:
1.
Include a copy of your last fuel bill for the main
fuel you use to heat your home. The supplier’s name and your account number are
necessary for processing efficiently.
2.
IF YOU HAVE A DISCONNECT NOTICE, INCLUDE IT.
3.
If your disconnect notice is for another fuel you
use for backup of your main heat source, (space heaters, electricity to make
your heater work, etc.) contact the Community Action Agency that serves the
county you reside. You may be able to get assistance with it as well, and avoid
being shut off.
4.
Provide copies of social security cards or other
verification of social security numbers. If you applied last year for
assistance, or if you are receiving assistance from Family Support Division, you
will not need to provide this information.
5.
Provide proof of last month’s income for every
person living in your home, (wage stubs, grant letters or assistance award
letters, Social Security award letters, etc.)
6.
If you are receiving Food Stamps or TANF, you will
not need to provide this information. If someone listed in the household in NOT
on your Food Stamp case, then you will need to send proof of income.
7.
If you receive child support please provide your
case number to allow the agency to get the information on that income.

Family Crisis Response assists families in need during the holiday season
and throughout the year. Tax-deductible donations are received and distributed
by the program.. The program also works in partnership with the United Way and
the St. Louis Post-Dispatch to aid families.

A total family assessment will determine our
clients’ needs and find appropriate resources to address those needs. Periodic
follow-ups are done to insure customer satisfaction. Proof of residency, total
family income, social security numbers and other possible forms of
identification may be required.

Family case managers will help families and
individuals identify their strengths and abilities. They will help the client
learn to set goals and plan action steps towards reaching those goals, and help

Healthy Living Nutrition provides lessons in
nutrition, budgeting, and healthy food preparation to maintain nutritious eating
and healthy lifestyles. Helpful food purchasing techniques are used to help
clients. Special classes for adults and children ages 5-16 are available. Please

HDC facilitates the Housing Trust Fund and Homeless Challenge
Grant, among other support initiatives, to provide emergency funds and other
resources preventing homelessness. These programs provide resources for rent,
mortgage, and utility assistance. The Access to Housing Program is designed to
increase housing information available to low-income residents of the City of

This program provides city/statewide problem solving and
support services for immigrants and refugees. We provide links to Education,
Life skills, and Literacy (ESL, AEL, Springboard) opportunities, as well as help
in the process of ITIN (Individual Tax Identification Number), taxes, and
correction of vital documentation.

JTMFTTC is a fully staffed and
equipped
computer-learning center with 25 computers connected to the
Internet. The center is open Tuesday - Friday, 12:00 noon
until 5:00 p.m. No appointment needed. Individuals can obtain certificates of
completion as learning modules are completed. Please call a

This program is designed to create work
experience and training opportunities for youths aged 15-18 living in the City
of St. Louis or Wellston. Participants of this program are often entering the
job market for the first time and are in need of basic job skills. These skills
are offered during peer support group sessions. This year-round program includes
computer classes, self-esteem building, and anger management. Please call the

Network of Employment Opportunities to increase employment opportunities
for low-income persons in emerging fields.
Leadership Development Collaborative partnering with the University of
MO-Columbia and other organizations to train and prepare low-income persons to
become leaders, advocates, and represent on boards.
Healthy Neighborhoods Project to involve low-income adults and youth in
activities that will change the plight of their own neighborhoods,
thus, reducing gang activity.

The W.I.C. Program is designed to aid pregnant
women, postpartum breast-feeding mothers, and children up to age five who are
considered to be at health risk. Vouchers are issued to provide free food in

The Workforce Development Program is designed to assist participants of 8t.
Louis and Wellston to obtain the necessary skills to enhance their chances of
employment and compete in a rapidly changing economy. The program includes
resume writing, interview techniques, job search, career decision-making and
exploration, office administration techniques, retention and personal
development.
Classes are
offered Monday-Friday from 9:00 a.m.-4:00 p.m. Each session is 6 weeks.
