Back to School Fair

Family Festival/Back to School Fair provides free school supplies, access to other services and recreation to low income residents in the City of St. Louis and Wellston. The festival is held annually in the month of August. Contact 613-2200.

Basic Computer Classes in Spanish

The Computer class in Spanish is designed to help adults ages 16 & above that have limited English proficiency to gain basic computer skills. Intermediate computer classes are also available. For information contact Contact 613-2200.

Bilingual Education Program (Plaza Comunitaria)

Community Action Poverty Simulation (CAPS)

Providing a Poverty Simulation to groups for the purpose of education on the day-to-day living conditions of low-income individuals and families. Contact 613-2200.

Community Action Voice Mail

Personal voice mail is made available for eligible individuals that have no other means to retrieve important messages. This private, personalized service is designed primarily for those seeking and/or maintaining employment. Contact 613-2200.

Emergency Food Pantry

An Emergency Food Pantry is available for individuals and families who are in need of food assistance. Types and varieties of foods vary according to availability. Food pantries are available at all centers.

English as a Second Language* (ESL)

The ESL Program will help increase one’s knowledge of the English language and develop better speaking and writing skills for coping with day-to-day situations. Linkage with AEL for completion of basic education and GED requirements is available. Contact 613-2200. Flier with Sites

Enhanced Skills Workshops (Life skills) 

This program helps low-income adults aged 16 and over to recognize their potential and improve their quality of life. Program topics may include self-awareness and self-development, parenting, stress management, conflict resolution, budgeting and money management, domestic violence, child abuse and neglect and computer skills. Energy Assistance Programs

The Low Income Heating Energy Assistance Program (LIHEAP) provides financial assistance to subsidize primary heating source payments for all households that are income eligible. Service disconnection or threat of disconnection is not required. These funds are usually available from November 15th – March 31st annually. The Energy Crisis Intervention Program (ECIP) provides emergency energy assistance. Services include financial assistance for gas, electricity, oil, and kerosene. Other fuel assistance programs are also available including Dollar Help and Dollar More. These services are available at all service centers.

Family Crisis Response

Family Crisis Response assists families in need during the holiday season and throughout the year. Tax-deductible donations are received and distributed by the program.. The program also works in partnership with the United Way and the St. Louis Post-Dispatch to aid families. Please call the center nearest you.

Family Intake/Assessment/Referral 

A total family assessment will determine our clients’ needs and find appropriate resources to address those needs. Periodic follow-ups are done to insure customer satisfaction. Proof of residency, total family income, social security numbers and other possible forms of identification may be required. Please refer to the center closest to you for details.

Family Support Program 

Family case managers will help families and individuals identify their strengths and abilities. They will help the client learn to set goals and plan action steps towards reaching those goals, and help with support during this process. Contact 613-2200.

Healthy Living Nutrition Program

Healthy Living Nutrition provides lessons in nutrition, budgeting, and healthy food preparation to maintain nutritious eating and healthy lifestyles. Helpful food purchasing techniques are used to help clients. Special classes for adults and children ages 5-16 are available. Please call 613-2200 for more information.

Housing Related Assistance

HDC facilitates the Housing Trust Fund and Homeless Challenge Grant, among other support initiatives, to provide emergency funds and other resources preventing homelessness. These programs provide resources for rent, mortgage, and utility assistance. The Access to Housing Program is designed to increase housing information available to low-income residents of the City of St. Louis and Wellston via websites and brochures. Contact 613-2200.

Immigrant Support through Partnerships

This program provides city/statewide problem solving and support services for immigrants and refugees. We provide links to Education, Life skills, and Literacy (ESL, AEL, Springboard) opportunities, as well as help in the process of ITIN (Individual Tax Identification Number), taxes, and correction of vital documentation.

Judge Theodore McMillian Family Technology Center (JTMFTC)

JTMFTC is a fully staffed and equipped computer-learning center with 25 computers connected to the Internet. The center is open Tuesday  -  Friday,  12:00 noon until 5:00 p.m. No appointment needed. Individuals can obtain certificates of completion as learning modules are completed. Please call center nearest you.

Operation Springboard for Youth*

This program is designed to create work experience and training opportunities for youths aged 15-18 living in the City of St. Louis or Wellston. Participants of this program are often entering the job market for the first time and are in need of basic job skills. These skills are offered during peer support group sessions. This year-round program includes computer classes, self-esteem building, and anger management. Please call the center nearest you.

Other Community Based Programs

HDC also sponsors the Freedom From Hunger Network to increase food donations to area food pantries; the Network of Employment Opportunities to increase employment opportunities for low-income persons in emerging fields; the Leadership Development Collaborative partnering with the University of MO-Columbia and other organizations to train and prepare low-income persons to become leaders, advocates, and represent on boards; and the Healthy Neighborhoods Project to involve low-income adults and youth in activities that will change the plight of their own neighborhoods, thus, reducing gang activity. Women, Infants and Children’s  (W.I.C.) Program

The W.I.C. Program is designed to aid pregnant women, postpartum breast-feeding mothers, and children up to age five who are considered to be at health risk. Vouchers are issued to provide free food in order to prevent and/or eliminate nutritional deficiencies. Contact 613-2200.

Workforce Development Project

The Workforce Development Program is designed to assist participants of 8t. Louis and Wellston to obtain the necessary skills to enhance their chances of employment and compete in a rapidly changing economy. The program includes resume writing, interview techniques, job search, career decision-making and exploration, office administration techniques, retention and personal development. Classes are offered Monday-Friday from 9:00 a.m.-4:00 p.m. Each session is 6 weeks.
